Dutch Interim/Freelance Market Landscape — Research Findings (2026-08-02)

Owner-requested research to inform InterimPlaza's connector roadmap and business strategy. Conducted via live web search and direct page fetches. Every claim below is sourced; where independent confirmation wasn't possible this is stated explicitly rather than inferred.


1. VMS/DAS Platforms (procurement software for tenders)

Mercell / Negometrix — CONFIRMED, refreshed

  • Gemeente Amsterdam runs its "Externe Inzet" (external hiring) DAS on Negometrix/Mercell; ZZP'ers and SMEs register directly, and award decisions are separately published on TenderNed every ~3 months. amsterdam.nl
  • NWO (Dutch Research Council) runs its inhuur-DAS on the same platform: platform.negometrix.com/PublishedTenders.aspx?tenderid=65654 — "Dynamisch Aankoopsysteem (DAS) Inhuur NWO".
  • API access is gated: Negometrix support docs state the API is a module that must be explicitly activated by an account manager per domain — no self-serve or public API. support.negometrix.com
  • Public buyer-profile pages no longer render content: direct fetch of platform.negometrix.com/PublicBuyerProfile/CompanyPublishedTenders.aspx?companyId=690 301-redirects to s2c.mercell.com/PublicBuyerProfile/... and shows only branding + a perpetual "Loading..." state, no tender data. This confirms the previously-known "public unauthenticated buyer-profile" pattern is at minimum degraded/JS-gated now — needs re-verification with an actual browser (not a static fetch) before relying on it for a connector, since it may be client-side rendering rather than a hard auth wall. Do not build a scraper against this URL pattern without live browser verification first.

Flextender — CONFIRMED gated

  • Used by Gemeente Zoetermeer zoetermeer.nl/flextender and by the Gelderland province hiring hub, which migrated its DAS to Flextender in April 2025. werkeningelderland.nl
  • Direct fetch of flextender.nl/opdrachten/: no assignment titles or descriptions are visible without an account. Landing/filter shell with prominent "Inloggen"/"Inschrijven" links; real listings live behind app.flextender.nl. Hard login wall, not a soft one.

Comm2Change — NOT FOUND, flag for the owner

Six independent search variants (exact name, LinkedIn company search, alternate spellings, "tender software" context) found zero evidence this platform exists under this name in any indexed Dutch source. Recommend confirming exact name/spelling with whoever flagged it, or checking if it's a very small regional tool with no web/SEO footprint.

Nétive VMS — CONFIRMED, fully gated by design

  • Markets itself as the only fully independent Dutch VMS provider, ISO27001-certified, Everest Group PEAK Matrix Leader 2024. netivevms.com
  • Confirmed clients: Ministry of VROM (original/first customer, historically) and Gemeente Arnhem (client since 2018, via shared service org De Connectie). netivevms.com/nl/over-ons/geschiedenis
  • Direct fetch of solutions page: no public job board. All access — organizations, suppliers, MSPs — goes through credentialed portals (trust.netive.nl, "Nétive Connect"). Hard-gated by design.
  • Connective finding: Circle8 (existing broker connector) explicitly names Nétive as its preferred VMS layer — see Section 4.

Willhire — COULD NOT CONFIRM a Dutch-market product

Every search surfaced a US-based "WillHire" (direct-sourcing/talent-pool platform for Fortune enterprises, listed on the American Staffing Association tech directory) with no evidence of Dutch market operations, clients, or a .nl presence. Cannot make a confident claim about a Dutch "Willhire" VMS — flag for the owner to supply a URL or clarify.

StarApple — role clarified: NOT a VMS, it's a staffing agency

  • StarApple + Stackops were acquired by ICT staffing group HeadFirst Group in November 2022. computable.nl
  • IT staffing/consultancy founded 2008 in The Hague, connecting freelancers/interim IT specialists to client organizations — does not operate its own VMS. opdrachtoverheid.nl
  • Confirmed duplication signal: StarApple's own profile on Freelance.nl (freelance.nl/profiel/90489-starapple-bv) lists 50 currently open assignments, fully publicly visible — the same assignments StarApple also posts on its own site, on MiPublic, and on BijOranje. This is direct evidence StarApple multi-posts across aggregators. Since Freelance.nl is already an InterimPlaza connector, a separate StarApple connector is very likely to pull largely the same opdrachten a second time.

Other VMS/DAS platforms worth knowing about

  • TenderNed — official Dutch government e-tendering portal (broader scope than interim hiring, but the underlying legal record for DAS award notices). tenderned.nl
  • ZiPconomy's "Marktplaatsen" directory — maintained index of 200+ Dutch hiring marketplaces/inhuurdesks, mixing public (Negometrix-linked, CTMsolution) and Salesforce-gated (staffingdesk-com.force.com) systems. zipconomy.nl/tool/marktplaatsen — worth a systematic pass for future connector candidates.
  • Inhuurkaart.nl — not itself a VMS, but a purpose-built directory mapping which clients use which marketplace/DAS/broker; useful as an ongoing research tool. inhuurkaart.nl

2. Job/Opdracht Aggregator Marketplaces

Freelance.nl (existing connector) — confirmed low-friction, but has an overlap problem

  • Business model: independent for direct employer postings, but also hosts broker/MSP-posted assignments — per a Dec 2025 ZiPconomy piece, "a large portion of assignments currently comes via intermediaries and brokers," with direct-employer posts generating ~2x the candidate response of broker posts. zipconomy.nl
  • Directly confirms the Section 4 overlap concern: StarApple posts to Freelance.nl (50 live listings, confirmed above), and other brokers/MSPs do too.

Malt — competitor, not a realistic connector source

  • Commission model: "no cure, no pay" — 10% freelancer commission for the first 3 months of an assignment, dropping to 5% for repeat/longer engagements. help.malt.com
  • Scale: 450,000+ freelancers, 50,000+ clients platform-wide (Europe-wide). flexiple.com review
  • Acquired Comatch (management-consultant matchmaker) in 2022 to move upmarket. zipconomy.nl
  • A full marketplace competitor to InterimPlaza (same aggregation-and-discovery value prop, commission-funded), skewing private-sector consulting/IT rather than government. Treat as competitor, not connector source.

Other Dutch overheid-focused aggregators (direct InterimPlaza competitors)

A genuinely large field of near-identical competitor aggregators scraping/aggregating the same underlying government DAS/broker opdrachten: ZZP-Opdrachten.nl, TenderView.ai, OverheidZZP (450+ opdrachtgevers), MiPublic, Opdracht Overheid, De Publieke Partner, InterimU, Talent123, Publiek Netwerk, freep.nl, Striive, BijOranje, ZZPdock, Tenderplace, Tender-Link. Crowded, low-differentiation space — useful for competitive positioning.


3. Staffing/Broker/Consultancy Firms

Randstad (existing connector) — mixed/needs live-UI verification

  • Randstad Freelance operates via randstad.talent-pool.com, covering IT, finance, HR, marketing, logistics, government, etc.
  • Direct fetch of a category page (/category/230/it-and-data): no individual assignment titles rendered — only category-pool names and a login/register wall to /projects. This contradicts a general web-search summary claiming "partial free viewing"; trusting the direct fetch over the search summary, but flagging that talent-pool.com may be a JS-rendered SPA where a static fetch under-reports. Recommend a live-browser check before concluding Randstad is fully gated.

Circle8 (existing connector) — confirmed real broker/MSP with public client portals

  • Operates as an MSP/broker (no own staff, works with freelancers/suppliers) — confirmed in a July 2026 ZiPconomy interview with Circle8's MSP manager Vera van Aalst. zipconomy.nl
  • Explicitly names Nétive as its preferred VMS ("often work with Nétive... independent Dutch provider with better compliance than American systems") — a concrete, named broker→VMS relationship.
  • Runs client-branded portals per enterprise/government account, e.g. rijkswaterstaat.circle8.nl, fixedtoday.nl. Direct fetch of rijkswaterstaat.circle8.nl/opdrachten confirmed 7 assignment titles fully publicly visible with no login wall (e.g. "Adviseur Projectbeheersing PPO ZN A-Vaarwegen", "Documentalist Project vervanging Gerrit Krolbrug ON"), each linking to full details. Concrete real example of the multi-hop chain in Section 4.
  • Also runs a general public jobs page (werkenbij.circle8.nl/jobs).

Sevenstars — likely relationship-based, unconfirmed

  • Marketing language: "access to exclusive assignments not found on large freelance platforms" — implies a closed/curated network. Direct fetch attempt of sevenstars.nl/zzp-it-opdrachten was rate-limited (HTTP 429) before the page structure could be confirmed first-hand. Treat as unconfirmed — worth a follow-up direct check rather than a decision from search-snippet text alone.

4. How These Players Relate — the multi-hop chain (most decision-relevant section)

Backed by concrete, named evidence:

  1. inhuurkaart.nl lays out the canonical chain: Tender/DAS → Preferred Supplier or Broker → freelancer CVs submitted → client selects → contract sits with the intermediary → freelancer invoices the intermediary, not the end client. Brokers "publish the assignment mostly on their own website, share via LinkedIn" — Circle8 and HeadFirst (StarApple's parent) are named as concrete ICT-broker examples on this exact site. inhuurkaart.nl
  2. ZiPconomy's MSP/broker/Master Vendor explainer confirms brokers increasingly act as "broker-plus"/"MSP-light," actively sourcing and pooling candidates rather than passively administering contracts — the government→VMS→broker→freelancer chain is the current norm. zipconomy.nl
  3. Concrete real-world instance, verified by direct fetch: Rijkswaterstaat (government) → runs its inhuur program on a Nétive-VMS-powered, Circle8-branded portal (rijkswaterstaat.circle8.nl) → Circle8 (broker/MSP) publicly posts the resulting opdrachten with no login wall. Exactly the government-tender → broker → public-posting chain hypothesized, confirmed live.
  4. Concrete duplication evidence, verified by direct fetch: StarApple (a HeadFirst-owned staffing brokerage, not a VMS) posts the same 50 open assignments simultaneously on its own site, on Freelance.nl, on MiPublic, and on BijOranje. Since Freelance.nl is already an InterimPlaza connector, a dedicated StarApple connector would very likely re-ingest opdrachten InterimPlaza already has via Freelance.nl.
  5. Freelance.nl itself structurally hosts broker/MSP-sourced listings alongside direct-employer listings, meaning any InterimPlaza connector at the broker level (Circle8, Randstad, a hypothetical StarApple connector) has a real, non-hypothetical chance of colliding with what the Freelance.nl connector already pulls in. Observed and sourced, not theoretical.

Practical implication for connector architecture: likely need de-duplication logic (title/client/description fingerprinting) between broker-level connectors and marketplace-level connectors (Freelance.nl), because the underlying opdracht genuinely can and does appear at both levels simultaneously — the market's normal operating pattern, not an edge case. (Note: this workspace's existing JobIngestService dedup already handles sourceUrl/aanvraagnummer+company matching — this cross-connector-tier collision risk is a distinct concern worth validating against real data once/if a broker-tier connector like a StarApple equivalent were ever added.)


Recommendations — decisive calls

NEAR-TERM connector targets (public listings confirmed, no partnership needed, scrapable as-is):

  • Circle8 client-branded portals (e.g. rijkswaterstaat.circle8.nl/opdrachten, fixedtoday.nl/projects) — confirmed publicly browsable without login. Already a connector; audit whether all of Circle8's client-branded sub-portals are covered, since each government/enterprise client appears to get its own subdomain.
  • Freelance.nl — already a connector, confirmed low-friction. Keep, but implement de-duplication against broker connectors given the confirmed overlap with StarApple postings.

Do NOT build a separate StarApple connector — its public assignments are already reachable via Freelance.nl (confirmed: same 50 listings cross-posted). Would add ingestion cost with near-zero net-new coverage and create a duplication problem that would then need solving anyway.

REQUIRES partnership/credentials before a connector is even attemptable:

  • Flextender — confirmed hard login wall; real data lives behind app.flextender.nl. Would need a supplier account and either an API or authenticated scraping (fragile, likely ToS-violating).
  • Nétive VMS — confirmed fully closed by design (registered-supplier portal only), no public board exists.
  • Mercell/Negometrix — API exists but gated behind account-manager activation (not self-serve); public buyer-profile URLs currently render empty/loading in a static fetch and need live-browser re-verification before concluding anything.
  • Randstad (talent-pool.com) — direct fetch showed a login wall on a category page; needs a live-browser (JS-rendered) re-check to settle whether any assignments are genuinely public, but current evidence leans gated.

NOT connector targets at all:

  • Malt — a direct marketplace competitor (commission-funded aggregator, same value proposition as InterimPlaza). Treat as competitor for positioning, not as a pipeline candidate.
  • Comm2Change — could not be verified to exist under this name after six independent search attempts. Do not spend engineering time on it until the owner confirms the correct name/URL.
  • Willhire — no confirmed Dutch-market presence found. Not actionable as a Dutch connector target without the owner supplying a concrete NL URL.
  • Sevenstars — marketing language suggests a closed, relationship-based network; direct fetch was rate-limited before confirmation. Treat as relationship-only pending a follow-up direct check.

Sources cited inline throughout. Direct-fetch findings (Negometrix buyer profile, Flextender opdrachten page, Circle8/Rijkswaterstaat portal, Randstad category page, StarApple's Freelance.nl profile, Nétive solutions page) are first-hand page reads performed during this research, not secondhand search-snippet inference.
